LA IMPORTANCIA DE LA CONSECUENCIA EN LA POLÍTICA INTERNACIONAL, PARA ASEGURAR LA PAZ

La Administración de EEUU, en un comunicado oficial publicado recientemente, informó sobre la imposición de sanciones a la empresa rusa Rosoboronexport, principal exportadora de armamento, y a otras doce compañías de ocho países.

Las sanciones fueron impuestas para un término de dos años, conforme a la ley estadounidense intitulada “Acta de no proliferación hacia Irán, Corea del Norte y Siria”.

Además de Rosoboronexport y sus compañías subsidiarias, aparecen en la “lista negra” empresas de Venezuela, Siria, Irán, China, Corea del Norte, Corea del Sur, Sudán y los Emiratos Árabes Unidos.

EEUU acusa a las compañías mencionadas de “desarrollar las actividades”, relacionadas con los suministros a Irán, Siria o Corea del Norte de los “equipos y tecnologías susceptibles a ser utilizados en la creación de las armas de destrucción masiva o misiles balísticos y de crucero”.[/lang_es] (más…)

En su primer mensaje a la Asamblea Federal (Parlamento), el Presidente de Rusia Dmitri Medvédev señalo que La Federación Rusa choca los últimos años con amenazas y retos como la edificación del sistema global de defensa antimisiles, el surgimiento de bases militares en su perímetro, una desenfrenada ampliación de la OTAN y con otros “obsequios”. No permitiremos que nos arrastren a la carrera armamentista, pero al mismo tiempo no podemos menos que considerar este factor en nuestra política de defensa”, declaró Medvédev, subrayando que “la seguridad de los ciudadanos de Rusia será garantizada”.

El conflicto en el Cáucaso fue utilizado como pretexto para emplazar buques de guerra de la OTAN en el mar Negro y su vez para reforzar la imposición a Europa del sistema de defensa antimisiles estadounidense, lo que conducirá a respuestas por parte de Rusia, señalo Medvédev.[/lang_es][lang_en]

 

The Russian President Mr. Dmitri Medvédev said in his first address to the Federal Assembly (parliament) “During the last years The Russian Federation collide against threats and challenges like the anti missile defense global system deployment, the growth of military bases on his perimeter, a frenetic increase of NATO and other “Gifts”. We will not permit to be dragged into an arms race, however we must consider this fact in our defense policy”.  He also pointed out that “ The Russian security will be guaranteed”

“The conflict in the Caucasus was used as a pretext to send NATO warships to the Black Sea and then to quickly thrust on Europe the need for deploying the U.S. anti-missile system,” replied Medvédev. 

The Russian President also announced that Russia will install “Iskander” Rockets in the province of Kaliningrad, Russian enclave over the Baltic Ocean which limits with Poland . To counter the U.S. anti missile defense shield in Europe Medvédev also said that Russia will use all the radioelectronic tools to neutralize from Kaliningrad, the new elements of the U.S. anti missile defense system deployed in Europe.

Washington and Warsaw sealed last 20 of August 2008 an agreement for a 10 interceptor missiles deployment in Poland. A few weeks before the U.S. had signed with the Czech Republic a similar agreement to install a radar in its territory.

“The news of the U.S. presidential election results shows that we can all hope for fresh approaches from the U.S. on all the most complex of issues, including foreign policy and relations with Russia,” Grigory Karasin Deputy Minister of Foreign Affairs of Russia.

Denis McDonough Obama’ Campaign’s Foreign Policy Coordinator and Spokesman denied the Lech Kaczynski, Poland President´s version which states that  during a telephone conversation the new U.S. president has got a commitment to continue with the current plan of the president George W. Bush in terms to build an anti missile defense system in Poland.

Obama, during his electoral campaign said that he wants to review the Anti Missile Defense System Project for Central Europe in terms to make sure that it will be effective and it will not have Russia as an objective.

Nevertheless, some analysts said that it seems that Senador Obama - the one who was expected as inclined to change - will continue with Bush tendency based on a realistic and continuistic inspiration. This due to his progressive evolution from very radicals postures and in some cases less realistic to closer positions to the U.S. national and vital interests defense line.

The Russian decision of installing missiles in the Poland frontier, threatening directly Europe, must move the U.S. government to rethink its posture about the decision of maintain the anti missile shield. This is a relevant matter which will incide in the U.S.- Russian relations.

What is desirable is that both nations should have cooperation and not conflict relations, but what should happen to do that? The first step must be given by one country and there is no doubt that this step will leave it in a position of weakness. However the reality has demonstrated that the ghosts of the cold war are still alive affecting the relations and strategies.

The new administration is facing a new strategic vision because  the current priority is focused to the financial crisis and a possible recession and the public opinion is concern about it. However the long term U.S. foreign policy is facing big challenges as the climate change and the no proliferation which are fostered by a decreasing in economic growth and the global financial problems. It will be necessary to observe the geopolitical consequences and the impact of the international security crisis. Russia is waiting to negotiate from a position of strength with the new administration, strongly defending its national interests. For this reason is important to be alert about the U.S.- Russian relations.

Inesperadamente para muchos, Nicolás Sarkozy se solidarizó con Dmitri Medvédev en su propuesta de reformar el sistema de seguridad en Europa cuando ambos líderes pronunciaron discursos programáticos en la Conferencia de Política Mundial celebrada recientemente en la localidad francesa de Evian. Expertos señalan que los intereses de Rusia y la Unión Europea coinciden objetivamente, pero al mismo tiempo subrayan que la reunión no aportó respuestas concretas a problemas globales. Junto con la coincidencia de objetivos habría que agregar la dependencia de Europa a la energía proveniente de Rusia, variable que se convierte en estratégica al formular posturas en el escenario internacional.

El presidente de Rusia expuso en Evian cinco principios de un nuevo tratado de seguridad europea que ha de reemplazar al Acta Final de la Conferencia de Helsinki de 1975. Su discurso refleja la visión del Kremlin acerca del  mundo multipolar: ningún Estado tiene derechos exclusivos para mantener la seguridad en Europa; y, cuantos comparten esta tarea, deberían rehusar la participación en alianzas militares que amenazan a otros, así como renunciar al uso de conflictos armados como método para solucionar problemas.[/lang_es] (más…)

El presidente ruso, Dmitri Medvédev, afirmó este sábado que “Rusia es un estado al que en adelante tendrán en cuenta” y añadió que la crisis en Osetia del Sur obliga a meditar sobre la necesidad de fortalecer la seguridad nacional.

El país “nunca permitirá que atenten contra la vida y la dignidad de sus ciudadanos. Rusia es un Estado al que en adelante tendrán en cuenta”, dijo Medévdev, citado por las agencia rusas, en una reunión del Consejo de Estado dedicada a la situación en el Cáucaso y sus consecuencias.

El jefe del Kremlin admitió que actualmente hay quienes intentan someter a Rusia a “presiones políticas”, pero recalcó que esos intentos serán infructuosos. “Esto no es ninguna novedad para nosotros. Pero no podrán hacer nada”, enfatizó.

En la reunión del Consejo de Estado, que reúne a los líderes regionales y otras autoridades de país, Medvédev señaló que tras la crisis en Osetia del Sur “hay que sacar conclusiones sobre la estrategia de política exterior y el trabajo conjunto para el fortalecimiento de la seguridad nacional“.[/lang_es][lang_en]

 

The Russian President Dmitri Medvédev said this Saturday that “As from now on, Russia is a State that it will be taken into account” He also said “The South Ossetian crisis forced Russia to think about the necessity of strengthen its national security”

The country “will never permit an agression against life and the dignity of its citizen. “As from now on, Russia is a State that it will be taken into account” said Medvédev when he was requested in a State Council related with Caucasus and its consequences.

The Chief of the Kremlin said that today there are people who try to put “political pressures” on Russia but these attempts will be in vain. “There is nothing  new for us. They can not do anything”

In the State Council meeting which gather the regional leaders and other authorities of the country, Medvédev said that After South Ossetian crisis “We must arrive to conclusions about the foreign policy strategy and a joint work for national security strenghthen”.

 “Confrontation is not our option” said the Chief of the Kremlin who confirms the Moscow disposition to reach mutual benefits agreements and develop “good neighbouring  relations based on real priniciples of international rights”.

At the same time he stated “We need to call things by its name” and “ Due to the Georgian agression to the region a cruel war took Russian, Ossetians and Georgians lifes”

 “This war was not of our choice”

 “This war was not of our choice. It was imposed. There is no country in the world that would have stand that its citizen and its peacekeepers were killed” replied Medvédev. He also said that Russia could not and would not want to act in other way because the actions done by Georgia were a “deep threat to international right and instability”. He demanded U.S. that Georgia continues receiving weapons from occidental countries under the humanitarian flag.

Unfortunately the situation is so real and the Georgian regime is still being rearmed under the humanitarian flag”, replied the Chief of the Kremlin Medvédev. He stated that “ “They have sent a whole fleet for humanitarian help to Georgia” “ How do they feel ( Those who help Georgia) if we would sent humanitarian help in our fleet to the Caribean countries which recently suffered the consequences of a hughe Hurricane? Asked rhetorically the Russian president.

The U.S. announced that there will be an availability of  US $ 1 billion to develop a program to help Georgia. “We have not listened any supporting word of those who in similar situations talk about freedom of election, national dignity and the necessity of using the force to punish the agressor” said Medvédev refering  the European countries

The Chief of the Kremlin complained that the EU which demanded Russia troop withdrawal to the position that they have before the last 7 of August when the war begun in South Ossetia, had not condemn the agression to Georgia against this region.
