THE WESTERN WORLD IS AMAZED ABOUT CHINA, HOWEVER ITS FUTURE LEADERSHIP AS THE FIRST WORLD POWER….WILL IT BE GOOD FOR ALL?

During the last years a fascination for China has arising. There is no doubt that this has been a product of the Asian Giant and its influence on the world economy. China is the golden star where everyone want to invest and make business. Indicators show that by the year 2009 China would be the first power of the world. The point is that history of humanity has tought us that the one who assumes that role does not do it only from an economic point of view but political, strategical and geopolitical, influencing the world events according to its strategic vision.

It is necessary to take into account that China through its history has shown to have its own thought with absolute independence of the world´s ideas, that is to say, China imposes its points of view without consideration. China acts with total independence of the international organizations and its interests are first. It has no problems to act even though the world be against it.

For example reciently China focuses on the decision to meet the Dalai Lama adopted by the French leader and  EU president in office, Nicolas Sarkozy, as an excuse to cancel the China-EU summit which will be held in January.

According to official sources of the chinese foreign ministry the decision was taken because today there is not a “good climate” and it will not be possible to achieve the expected goals. The summit would be in Lyon, France.

Sarkozy has decreased the anger of Pekin by avoiding his meeting with the Tibetan spiritual leader during his visit to France. However Sarkozy will coincide with Dalai Lama next 6 of december during the 25th anniversary of  Lech Walesa´s Nobel prize

The Tibet matter is related with chinese territorial integrity and sovereignty, and affects the core of the chinese interests. “We are strongly opposed to the separatists activities of Dalai Lama in the foreign countries and any type of contact with foreign presidents,” declared Qin Gang the spokesman of the Ministry

According to Qin, China has claimbed to France “over and over again” that it must conducts the Tibet situation “properly” in terms to create conditions for the summit.

Unfortunately Qin said: “France does not response actively to the chinese efforts to keep its relations with France and the EU.

The Austrian foreign ministry called the chinese encharge of business in Viena because the execution of a chimese scientisit accused of spying. Wo Weihan the chinese Doctor had lived in Viena in the 90´s. Hans Winkler the Secretary of State said “This execution seriously undermines the spirit of trust and mutual respect required for this EU-China dialogue on human rights.” The goverment of Viena has carried out different actions favouring de indult of Wo Weihan who in the 90´s lived in Viena and whose daughters have the nationality of this country.

Ministry official sources considered that the process against Wo “not only vulnerates the human rights international standards. the EU and WO´s familiy were confused by the  false and contradictory informations.

The EU condemned in hard terms the WO´s execution. “ The EU wants to express its indignation for this execution who come up after the end of human rights dialogue beween the EU and China.

An official Pekín foreign ministry source said to the State news agency Xinhua “The chinese citizen Wo Weihan broke the laws of the Popular Republic of China” and the condemn “was decided by the chinese court according to the law”. The organization Dui Hua think that last year between 5,000 and 6,000 executions were ordered in China.

As we can see the chinese government codes are not those that are used by the western democracies. According to its own thought, China is not a democracy, it is a “popular democratic dictatorship”, and this must be understood so. In other way cofusions could come up about the way this new world power manages its internal affairs and how tomorrow would manage the international affairs.

The chinese communist party is the only party in China, it was founded in 1921, and in 1949 it established through the armed way the Popular Republic of China. Currently this party has 60 million people and 3,400.000 base organizations.

The chinese communist party has formal organizations (through elections in the core of the party) and informal (designed by the superior organization of the party) established at all levels of the chinese government and in different sectors and social areas.

This political doctrine avoid the protest of the chinese people who have to pay  strong consequences of repression as Tiananmen Square in 1989. This was the key point of the student insatisfaction against the communist government. The images of violence and repression flew around the world.

Another proof of the chinese doctrine is Taiwan. Currently the conflict seems to be without a solution and the tension will persist because the arguments run by parallel ways against dialogue and negotiation. Any country which declare certain approach to Taiwan is automatically desacreditated by the chinese diplomacy. China has wrote its reasons and rights on the White Book.  It says “a country may admit two systems” however it does not accept a one to one relation with which is considered a rebel province

So the question is……How good could the chinese leadership be for the world?

    A mi me parece que la calificación de un liderazgo como bueno o malo para el mundo, depende de al menos dos factores generales:

    - Por una parte, como bien menciona el articulo, el apego del gobierno en cuestión a las pautas vigentes de convivencia internacional en relación al medio ambiente, derechos humanos, integración, diversidad cultural, educación, etc. Desde esta perspectiva, un liderazgo se vuelve negativo en la medida que se aleja de tales pautas de convivencia, donde los puntos más críticos a mi parecer se encuentran en; la beligerancia del gobierno y del país en general, la violación a los derechos humanos, la no adhesión a acuerdos internacionales de conservación medio ambiental y la supresión de la diversidad cultural.

    - Por otra parte, el matiz que adquiere el liderazgo de un país, depende también de la capacidad de las naciones restantes, de interiorizar solo aquellos elementos de la cultura que emerge, que contribuyan activamente a los objetivos definidos endogenamente, y al mismo tiempo bloquear aquellos que le resulten contraproducentes y opuestos a sus propios principios.

    De estos elementos va a depender si un liderazgo adquiere la forma de una “guía” o “ejemplo” en cuanto al manejo político, económico y social, o si adquiere la forma de un control de la escena internacional mediante relaciones de poder desequilibradas y distorsionadas (por medio de mecanismos de sujeción política y económica) entre lider y liderados. Lo que en la escuela acostumbran llamar los líderes positivos o los líderes negativos, donde el último no es más que un “matón”.

    En resumen, mientras mayor sea la vocación intervencionista del país, menor la observancia de las pautas de convivencia internacional, y menor la capacidad de las naciones restantes de asumir reflexivamente aquellos elementos del líder emergente que resulten positivos en sus propios contextos, podemos decir que nos encontraremos frente a un liderazgo que a la larga resultará negativo para el mundo en su totalidad.

    Desde esta perspectiva, el potencial liderazgo Chino claramente no parece muy atractivo, pero convengamos que desde este mismo enfoque, el liderazgo imperante hoy, también deja mucho que desear.
